Bob has more than 35 years of experience in Finance and Strategic Planning. He has advised CEOs and their management teams for more than 20 years. He has been a CFO at several companies, both public companies and privately held companies. He is an entrepreneur and has started several businesses, and has grown and taken one of them public. He has raised capital aggregating hundreds of millions of dollars. He has acquired, merged and sold companies and product lines, creating value in each transaction. He has sat on several Boards of Directors, and currently sits on the Board of a client in the Wind Construction industry. He has significant industry experience in Healthcare Services, Healthcare Information Technology, Pharmacy Benefits Management, Health Insurance, Petroleum Services, Industrial Manufacturing and Construction. Bob is also a CPA (non-active), starting his career with Deloitte, and is a graduate of Villanova University with a B.S. Degree in Accounting.

Mr. Dukes is an international consultant, speaker and recognized industry expert in predictive analytics and portfolio management, credit marketing and fraud prediction/detection. He is co-author of the book, Lifting the Rocks, Finding the Gold, the leading reference among lending and credit risk management professionals. In the area of Decision Sciences, Mr. Dukes has authored a U.S. Patent in the technical area of predictive modeling and decision management.

He currently is Principal of Aurum Consultants, Inc., an international consulting and analytics firm serving clients in North America, Europe and the Pacific Rim. A small sampling of his client list includes Verizon, Bank of New York, The Cleveland Clinic, John Deere, Hydro-Quebec, Telecom Malaysia, MasterCard International and Schering-Plough. Larry has over 20 years experience in information technology and risk management for the financial, telecommunications and healthcare industries. Prior to his current role with Aurum, Larry was Senior Vice President of Fair, Isaac & Co., the world’s leader in scoring science technology. Prior to his tenure with Fair Isaac he was a Principal of Credit & Risk Management Associates, Inc. (CRMA), an international credit risk management and technology consulting firm in Baltimore, Maryland. CRMA was selected to the Inc. 500 and several lists of the fastest growing technology firms in the U.S. before being acquired by Fair, Isaac in 1996.

His depth of experience and eye for innovation continues to be instrumental in helping new industries apply proven risk management practices. Larry’s range of industry expertise includes payment systems, merchant and consumer fraud identification (application and transaction), merchant and issuer risk management, consumer lending and small business lending, health care insurance, telecom and utility portfolio management. Larry has provided training and education services to companies around the world and has served as an Adjunct Professor to New York University through AT&T University and the faculty of MasterCard University.

He holds a Bachelor’s Degree in Business Administration from Loyola and a Master’s Degree in Information Technology from Johns Hopkins University.

As a non-profit and healthcare subject matter resource, Julie serves as pro bono counsel to Curtis Hall Partners regarding relevant industry issues and candidate and resource recommendations. Now serving in executive development roles for Bon Secours Baltimore Health System and its parent organization in Marriottsville, her career spans 19 years as an executive search consultant, 14 of which with Columbia Consulting Group. With prior careers in publishing, advertising, and non-profit management, her relationships in those industries are significant.

Julie’s uncompensated work as a community leader, however, has generated a robust database of executive talent across multiple industries, including higher education, healthcare, and financial services. While she no longer conducts search assignments as a professional recruiter, she is often called upon to serve on non-profit search committees, most recently: The Lyric (CEO), GBC Leadership Program (Executive Director), the Center Club (General Manager; Membership Director) and McDaniel College (President; VP/Institutional Advancement).

A self-described “serial volunteer”, Julie has logged countless hours serving or leading a diverse array of non-profit organizations, among them: The Y of Central Maryland, United Way, SPCA, Baltimore Symphony Orchestra, GBC Leadership, the Lyric and McDaniel College. Among the service awards she most prizes is the Mercer Class of Distinction which is bestowed annually to the GBC Leadership Class which most exemplifies her spirit of voluntarism.

A resident of the Mount Vernon neighborhood in Baltimore, Julie moved to Maryland following graduation from Marshall University, where she received a B.A. degree in Journalism and Advertising. While at United Way, she participated in Harvard Business School’s two year executive non-profit management program.

Gary Baker, Consultant and Partner, Chesapeake Advisors

Gary has accumulated over 35 years of diverse experience in operations planning & analysis, business advisory capacities, accounting, auditing, and strategy development, for firms including multi-national companies, health care insurers and providers, technology and financial services firms, and professional services organizations. Positions have included Chief Financial Officer, Chief Operating Officer – with responsibility for both operational and financial performance for such firms. Additional leadership positions have included both Financial and Strategic roles at firms from pre-funding to $2.5B in revenues. In addition, Gary is co-founder and General Managing Partner of Well Guardian Corporation, responsible for all aspects of the growth, innovation and transformation of the firm.

Gary has held several professional leadership positions, including Executive Committee Member of the Maryland Association of Certified Public Accountants, past President of The Baltimore Chapter of the Institute of Management Accountants. Gary has also served as President of the Exchange Club of Baltimore and Treasurer for The Child Abuse Prevention Center.

Gary graduated from Loyola University in Maryland, from which he graduated Summa Cum Laude. Since that time, he has earned his credentials as Certified Public Accountant (CPA) and as a Certified Management Accountant (CMA).

Fran S. Soistman, Of Counsel

Fran S. Soistman is Executive Vice President of Aetna and President of the Government Services segment. He is responsible for driving growth in the company’s Medicare, Medicaid and Federal Employees Health Benefits Program. In addition, he is responsible for growing Aetna’s presence within the Accountable Care Act expansion through Individual and Public Exchanges. These combined businesses account for approximately $29.0 billion in revenue, nearly 48% of Aetna’s total revenue.

Mr. Soistman has more than 35 years of experience in health insurance and managed care. Prior to joining Aetna, he was Executive Vice President, Chief Operating Officer and co-founder of Jessamine Healthcare, a firm focused on strategic investment opportunities in the health care industry. Before his tenure at Jessamine, Mr. Soistman held several senior leadership positions at Coventry Health Care, including Executive Vice President for the Individual Consumer and Government Business Division. In this role, he was responsible for the company’s individual Medicare Advantage, Medicare Part D, Medicaid and commercial individual products, which served more than 2.5 million members across the United States.

In June 2004, Mr. Soistman was a recipient of the Ernst & Young Entrepreneur of the Year award in the Healthcare Technology/Services category. From 2004 to 2008, he served on the Pennsylvania Health Care Cost Containment Council, providing direction for the state agency charged with addressing growing health care costs.

Mr. Soistman serves on several boards, including: Towson University Board of Visitors where he serves as Chairman of the Board, The University System of Maryland Foundation Board of Directors and The Penn State University Presidential Leadership Academy Board of Directors. He holds a bachelor’s degree in accounting and finance from Towson University and received an Honorary Doctorate in Humane Letters. Mr. Soistman is also a graduate of The Stanford University Executive Program.

Bonnie Phipps, Of Counsil

An accomplished C-suite executive with over fifteen years as a CEO in healthcare organizations with revenues over $600M and as a SVP with the largest Catholic Health System responsible for hospitals and physician groups in seven states and the District of Columbia. Strong public and non-profit Board experience including roles as Chair, Independent Director (Financial Expert), Audit and Compensation Committee member. Developed and lead organizations to national recognition for quality care, financial performance and patient satisfaction.

Some of her most notable accomplishments:
